TEXAS TWO YEAR COLLEGE CHORAL DIRECTORS ASSOCIATION

CONSTITUTION AND BYLAWS

Article I

PURPOSE

SECTION 1 BASIC PURPOSE

The primary purpose of the Texas Two-Year College Choral Directors Association is to perpetuate and continually improve the quality and image of choral music at the two-year college. The main yearly activity is to sponsor the annual Two-Year College All-State Choir under a nationally known conductor.

SECTION 2 ACCOMPLISHING PURPOSE

The TTCCDA will effectively accomplish its purpose by auditioning and certifying singers to ensure quality and affording students and directors the opportunity to observe prominent conductors in a learning situation. In addition, there will be a final concert to culminate the activity of the Texas Two-Year College All-State Choir.

Article II

MEMBERSHIP

SECTION I MEMBERS

Any Texas two-year college choral director is eligible for membership in TTCCDA if there is a choral program offered within the institution. Members will meet annually to elect officers and conduct the business of the organization.

Article III

VOTING PROCEDURES FOR TTCCDA

SECTION I VOTING RIGHTS

Each member shall be entitled to one vote in all affairs of the organization.

SECTION 2 QUORUM

Subject to the provisions of this section, the presence of a quorum is necessary for the transaction of business at a meeting of the organization. Members of the TTCCDA present at the annual meeting shall constitute a quorum.

SECTION 3 CASTING OF VOTES

All votes must be cast in person at the annual meeting.

Article IV

OFFICERS

SECTION 1 COMPOSITION

Officers of the organization will comprise an Executive Board. These officers will be as follows: President, President-Elect/All-State Choir Coordinator, Immediate Past President, Executive Secretary/Treasurer, the five Regional Representatives, and the ad hoc committee chairs.

SECTION 2 REPLACEMENT

All TTCCDA officers will be elected from the active membership. The president will appoint replacement officers to these positions if any unanticipated vacancies should occur. The appointed officer will serve until the next meeting when a permanent officer will be voted on by the entire membership.

SECTION 3 PRESIDENT

The President will serve a one-year term after having served one year as President-Elect/All- State Choir Coordinator. The person in this office will select two members to serve on the nominating committee and conduct business meetings and coordinate activities with the Executive Board.

SECTION 4 IMMEDIATE PAST PRESIDENT

The immediate past president will serve as an ex-officio adviser to the Executive Board. The person in this office will also serve as chair of the nominating committee. In the event of an unanticipated vacancy in the presidency, the immediate past president will fill the office of President. The immediate past president will urge region coordinators to recruit new members.

SECTION 5 PRESIDENT-ELECT/ALL STATE CHOIR COORDINATOR

The President-Elect/All-State Choir Coordinator will be elected for a one-year term after which he/she will become President. The person in this office will assist the President in his/her duties. In addition, the person in this position will have duties to begin the year before the performance for which he/she is responsible and end with the completion of the All-State Choir activities of the following year. The person in this office will coordinate all arrangements of the All-State Choir activity and concert with the Executive Board.


SECTION 6 EXECUTIVE SECRETARY/TREASURER

The Executive Secretary/Treasurer will be elected for a three-year term. The person in this office will implement the recommendations of the Executive Board, control organizational funds, keep all financial and other records of the organization, conduct all necessary correspondence, take minutes of all meetings, make hotel reservations for the participants and directors of the Texas Two Year College All State Choir event that takes place each February in conjunction with the TMEA Convention.

SECTION 7 ALL-STATE CHOIR INSTRUMENTAL COORDINATOR

The Instrumental Coordinator will be elected for a three-year term. The person in this office will work with the All-State Choir Coordinator to determine the instrumental needs for the TTCASC performance. The person in this office will communicate with the Executive Secretary/Treasurer concerning budgetary considerations for engaging musicians for the TTCASC performance. The person in this office will also contact and engage the appropriate musicians.

SECTION 8 REGIONAL REPRESENTATIVES

Five Regional Representatives, one from each of the designated regions, will be elected on a rotating basis by the membership. Each will serve a three-year term. Region positions will rotate as follows: Region I and II, Regions III and IV, and Region V. Persons elected as Regional Representatives will serve as a personal contact with choral directors of two-year colleges within their region and encourage them to become members of the Texas Two-Year College Choral Directors Association and to enter their students in the Texas Two Year College All-State Choir region auditions, be available to assist in problem-solving during the year, and act as a committee for major projects when asked to do so by the Executive Board.

Article V

COMMITTEES

SECTION 1 APPOINTMENT

The President may appoint or authorize ad hoc committees and standing committees as needed or as authorized by the Executive Board. The President may designate the duties and powers of such committees. No committees shall be given authority to amend the constitution or the bylaws, or to take any other action or decision reserved by these bylaws to the members or to the Executive Board of TTCCDA.



SECTION 2 REPORTS

Each temporary and standing committee appointed by the Executive Board or the President shall submit an annual report to the TTCCDA at the annual meeting or at such other times as designated by the President or Executive Board.

SECTION 3 NOMINATING COMMITTEE

The Nominating Committee will consist of two members selected from the membership by the President. The committee will present a slate of names for the vacant positions to the membership at the first business meeting. The immediate past president will serve as chair of the nominating committee.

Article VI

TEXAS TWO YEAR COLLEGE ALL STATE CHOIR

SECTION 1 MEMBERSHIP

Membership in the Texas Two-Year College All-State Choir (TTCASC) is contingent on the choral director(s) of each institution being a paid member of the Texas Two-Year College Choral Directors Association. In addition, directors are encouraged to be active members of TMEA and TCDA. Students participating in the TTCASC shall be enrolled in a choral ensemble in the institution of which they are attending. Students will be selected through an audition and certification procedure to be held in each region before Thanksgiving. At the conclusion of the audition/certification process, the student verification process, the student verification form is to be faxed to the Executive Secretary/Treasurer by December 1 of each year. The student registration and housing forms are to be faxed to the Executive Secretary/Treasurer by December 5 of each year.

SECTION 2 AUDITION/CERTIFICATION PROCESS

Each institution will be allowed to certify an octet (one student on a part). This octet shall include Soprano I and II, Alto I and II, Tenor I and II, and Bass I and II. If an institution does not have a complete octet, then any additional singers will be certified as alternates at the time of the audition/certification process. The purpose of the audition/certification process is to certify that each individual knows his or her part. It is not sufficient that an individual has attended a group rehearsal. Students must demonstrate knowledge of all the selected music.




Article VII

DUES AND FEES

SECTION 1 MEMBERSHIP DUES

Each director will pay TTCCDA membership dues each year. The members of TTCCDA will meet each year to determine the membership fees of the organization. Membership dues are required for students to be eligible for region auditions and are payable in the amount determined by the organization on or before November 15 of the current fiscal year prior to region auditions.

SECTION 2 STUDENT REGISTRATION FEES

Each director will pay a TTCASC registration fee to the Executive Secretary/Treasurer on or before December 15 of the current fiscal year. Each certified student for the TTCASC will be registered as a TMEA collegiate member and the fee is to be paid by the end of December of each fiscal year to TMEA through the TMEA website. Fees for alternates may be paid on or before the beginning of each meeting of each year after the alternate dues invoice has been received.

Article VIII

FISCAL YEAR

SECTION 1 FISCAL YEAR

The fiscal year of the Texas Two-Year College Choral Directors Association will be September 01 to August 31.

Article IX

AMENDMENTS

SECTION 1 CONSTITUTION AND BYLAWS

Proposed amendments to the constitution and bylaws must be mailed to the members at least thirty (30) days in advance of consideration. The proposed amendments may be amended by a majority vote of the members present at the meeting when the amendment is voted upon.
